Belgium’s poverty drops but reforms risk reversing gains

Belgium’s poverty rate declined between 2019 and the latest data, but nearly 1.9 million people still face precarious living conditions, the Baromètre de la pauvreté 2026 report states. The number of individuals experiencing social exclusion or poverty decreased by 344,000 during this span, though analysts caution that recent policy adjustments threaten to undo these improvements.

The findings reveal that stricter unemployment benefit caps have failed to stimulate job growth while worsening financial insecurity. In Flanders, only 17% of the 21,792 individuals who lost benefits found new employment. Instead, 35% entered the income integration system, 14% depended on healthcare coverage, and a third disappeared from official records altogether.

Across Belgium, the pattern holds: just 14% of the 87,788 affected people secured work, far short of the projected one-third. The shift from individual unemployment support to means-tested family benefits, such as the minimum vital income, introduces new risks. Couples now face potential financial dependence, and administrative inconsistencies often create uneven household income.

For those with chronic illnesses, the system prioritizes sanctions and monitoring over customized job placement or assistance. The report evaluates six key areas, health, housing, education, employment, income, and social integration, and concludes that social protections function only when they remain accessible and properly funded. Poverty persists due to stagnant wages, inaccessible services, and bureaucratic hurdles.

The authors argue that lasting change requires political resolve to uphold human rights. A rights-based framework, guaranteeing fair compensation, quality healthcare, affordable housing, and equal education, would ensure full participation for all citizens.
